FFY 2005 Action Plan
Review and Compliance
- Conduct a Section 106 review workshop for National Park Service park superintendents and staff inArkansas.
- Review federal agency undertakings and agreement documents for the protection of historic properties.
- Review and comment on historic preservation management plans for the Arkansas National Guard, the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission.
- Consult with federally recognized tribes and federal agencies on Native American issues inArkansas.
- Continue to inform federal agencies and other constituents on new laws, regulations and guidelines.
- Send final copies of cultural resources survey reports to the Arkansas Archeological Survey registrar/librarian.

National Register of Historic Places
- Continue to work toward all 75 counties having at least 10 properties listed in the National Register, achieving this in at least three counties during the FFY05.
- Continue to train local partners and constituents to successfully complete National Register nominations, specifically targeting Certified Local Governments and Main Street Arkansas communities.
- Continue regional National Register training sessions for the public, as requested.
- Continue to edit constituent-generated National Register nominations and assist in the nomination process.
- Continue to develop and refine presentations for the public that explain different aspects of the National Register and Survey Program.
- Explore, design and implement a system for archeological National Register of Historic Places nominations from constituents and professionals.
- Continue to present 12 to 15 nominations per Review Board meeting.
- Complete context on mixed masonry structures by Silas Owens Sr. inCentral Arkansas.
- Complete context on Texas fever tick eradication inArkansas.
- Prepare nomination of Charles Eames-designed buildings inArkansas.

Survey and Inventory Program Area
- Continue to survey structures, sites, etc., associated with the office contexts with goal of having 5-10 ready for each FFY05 SRB meeting.
- Continue to evaluate all currently documented Priority V structures to determine if data is complete/current and update as necessary, especially those related to cotton and rice farming in the Arkansas Delta.(Priority V:resources associated with the development of agriculture within the state of Arkansas, 1866-1955)
- Continue to evaluate all Priority IV structures to determine if data is complete/current and update as necessary.(Priority IV:resources associated with minority occupation and culture within the state, 1866-1951)
- Explore viability of a survey of buildings designed by John Parks Almand.
- Continue to survey endangered or threatened properties and properties determined potentially eligible for inclusion in the National Register of Historic Places.
- Contract survey of all National Register-listed historic districts for which we have no current survey documentation.
- Continue to survey resources associated with the Trail of Tears.

Local Government Certification Program Area
- Respond to all requests for information on the CLG program through lectures, workshops, mailings, etc.
- Upgrade guidelines for CLG grant program.
- Update criteria for annual CLG evaluations and conduct annual evaluations for all CLGs.
- Continue to develop and implement training programs for local preservation communities.
- Continue quarterly training meetings for local preservation staff.
- Certify four new cities as CLG’s according to AHPP and NPS procedures.
- Achieve 100% compliance for federal GPRA reporting amongArkansas’s CLG cities.

Preservation Tax Incentives Program Area
- Continue the promotion of the Federal Rehabilitation Tax Incentive Program through seminars, mailings, displays, speaking engagements, etc.
- Continue to review, complete and forward certification requests to National Park Service.
- Continue to educate the Certified Local Government coordinators on the advantages of the rehabilitation tax act program so they can promote the program in their communities.

- Continue responding to calls for technical assistance from private constituents, local, county and state governmental agencies and not-for-profit organizations.
