ACTION PLAN
PROJECT/ACTIVITIES LIST
NOTE: The goals listed below were approved as a part of the 2008 Historic Preservation Plan --- A Foundation for the Future and are intended to serve the entire preservation community of Arkansas. These goals and objectives were formulated through interpretation and integration of the opinions and recommendations gathered in public forums, through survey responses, and with AHPP staff. The project/activities list is intended to be AHPP’s means of accomplishing the state’s role in those goals.
GOAL # 1
Educate Arkansans about the importance of preserving our heritage and our myriad historic resources.
Objective A --- Increase the public’s understanding, awareness, and involvement in historic preservation through education programs and services for all age groups.
Objective B --- Encourage the widespread understanding and use of accepted preservation standards and techniques.
GOAL # 2
Provide leadership, assistance, and guidance for Arkansans involved in historic preservation activities on all levels.
Objective A --- Increase the availability and scope of technical assistance sources and resources throughout the state.
Objective B --- Encourage the growth and further development of a
statewide preservation network by partnering with local, state,
regional, and federal agencies and organizations.
GOAL # 3
Provide resources to support historic preservation in Arkansas.
Objective A --- Continue to focus on the identification,
evaluation, registration, and treatment of cultural resources through
the acquisition and interpretation of sufficient information about those
properties.
Objective B --- Establish and/or increase programs and services
(funding mechanisms as well as technical assistance services) sufficient
to meet preservation needs.

REVIEW AND COMPLIANCE
- Review federal agency undertakings and agreement documents for the protection of historic properties. 1 A&B; 2 B; 3 A
- Review and comment on historic preservation management plans for
the National Park Service, Federal Highway Administration, and the U.S.

NATIONAL REGISTER OF HISTORIC PLACES
- Continue to work toward all 75 counties having at least 10
properties listed in the National Register, achieving this in at least
three counties during the FY. 1 A; 3 A
- Continue to train local partners and constituents to successfully
complete National Register nominations, specifically targeting Certified
Local Governments and Main Street Arkansas communities. 1 A&B; 2

- Continue to edit constituent-generated National Register nominations and assist in the nomination process. 3 A
- Continue to develop and refine presentations for the public that

- Explore, design and implement a system for archeological National

SURVEY AND PROGRAM AREA
- Continue to survey structures, sites, etc., associated with the
office contexts with goal of having 5-10 ready for each SRB meeting
during the FY. 3 A
- Continue to evaluate all currently documented Priority V structures
to determine if data is complete/current and update as necessary,
especially those related to cotton and rice farming in the Arkansas
Delta (Priority V: resources associated with the development of
agriculture within the state of Arkansas, 1866-1955). 3 A
- Continue to evaluate all Priority IV structures to determine if
data is complete/current and update as necessary (Priority IV: resources
associated with minority occupation and culture within the state,

ARKANSAS CIVIL WAR SESQUICENTENNIAL COMMISSION

HISTORIC PRESERVATION EDUCATION

LOCAL GOVERNMENT CERTIFICATION PROGRAM AREA
- Respond to all requests for information on the CLG program through lectures, workshops, mailings, etc. 1 A&B; 2 A&B, 3A

- Update criteria for annual CLG evaluations and conduct annual evaluations for all CLG's. 1 A&B, 3A

PRESERVATION TAX INCENTIVES PROGRAM AREA
- Continue the promotion of the Federal and State Rehabilitation Tax
Incentive Program through seminars, mailings, displays, speaking
engagements, etc. Continue to review, complete and forward
certification requests to National Park Service and in-house filing of
all State Tax Credit requests. 1 A&B, 2A
- Continue to make site visits --- before, during, and after, to all rehabilitation tax credit projects. 1 A&B, 2 A
- Continue to educate the Certified Local Government coordinators
& Main Street managers on the advantages of the rehabilitation tax

MAIN STREET ACTION GOALS
- Conduct quarterly trainings for both Main Street & Arkansas Downtown Network communities.
- Participate in the annual National Main Streets Conference
- Co-host the Destination Downtown Conference, our tri-state
conference with the Louisiana and Mississippi Main Street programs in
September.
- Continue to provide organizational assistance, architectural design
assistance, interior design assistance and business consultation on
request to all of our Main Street communities.
- Continue our outreach program by providing on-site Main Street presentations on request.
- Continue to update our resource center and library and publish an electronic newsletter.
- Continue to grow the Arkansas Downtown Network to aid urban and
very small communities and neighborhoods in their revitalization
efforts.
- Open an Arkansas Downtown Network application period.
- Continue to administer and regulate Downtown Revitalization Grants.
- Play a role in the Arkansas Community Development Society and
advocate for downtown revitalization as a tenant for community &
economic development.
- Participate in and promote the Arkansas Preservation Conference
- Conduct Resource Team and First Impressions visits in strategic Arkansas Downtown Network communities
- Continue service on the National Main Street Executive Committee
and as a Trustee for the National Trust for Historic Preservation.
- Continue our partnership with the Arkansas Arts Council and participate in the ArtLinks conference.
- Be active in promoting our message and methodology via social media.
- Produce our bi-annual Main Street Arkansas Awards in conjunction with the Arkansas Municipal League.
